PROJECT GOAL
· Rendering high-tech medical assistance in solving orthopedic and vertebrological problems using the most modern methods and innovative treatment approaches (60-65% of medical service volume) for residents of Ural and other regions of the Russian Federation;
· Rendering specialized, including high-tech, medical assistance in the treatment of the most common diseases in the region (35-40% of medical service volume);
· Creation of a complete chain of treatment and recovery process under “one roof”, starting from diagnostics, conservative or operative treatment, including all stages of rehabilitation processes (including sanatorium-resort therapy).

KEY PROJECT CHARACTERISTICS
The project is implemented in the form of public-private partnership in accordance with the instructions of the President and the Chairman of the Government of the Russian Federation for development of high-tech medical care and effective rehabilitation, ensuring its accessibility to all segments of population and elimination of backlog of the Russian Federation as to the number of endoprosthetics, by which nowadays the RF lags behind the Western European countries and the United States by 4-6 times.
The project is implemented in accordance with the documents of strategic planning and medical industry development for the near future:
• Messages of the President of the Russian Federation to the Federal Assembly dated 12.12.2013;
• Order No. 294 of 15.04.2014 of the Chairman of the Government of the Russian Federation on implementation of the state program of the Russian Federation "Health Development"
The project is aimed at implementing the following priority directions for medical industry development for the next few years:
Increasing availability of medical services for residents of cities where there are no federal high-tech care centres;
• Development of a preventive and early diagnosis system;
• Increase in volume of high-tech services over a period of 3 years by 1.5 times;
• Increase in coverage of rehabilitation medical care for patients from 1.9% in 2012 to at least 25% in 2020 of the number of people in need;
• Development of medical infrastructure within the framework of various models of public-private partnership.
Ural Clinical Treatment and Rehabilitation Centre(UCTRC) has been designed as a multipurpose one with specializations in orthopedics, pelvic pathology, pathology of cardiovascular system, vertebrology and corresponds to the following priorities of the state program of the Russian Federation "Health Development":
· Prevention of diseases and formation of a healthy lifestyle. Development of primary health care (Subprogramme 1) - in form of an outpatient and outpatient unit with directions of specialized consultations on the most popular areas in the region;
· Improving of provision of specialized, high-tech medical assistance in the sphere of trauma, orthopedics and endoprosthetics (Subprogramme 2) - in form of endoprosthetics of large joints and vertebrology in form of decompressive-stabilizing surgeries on spine;
· Development and implementation of innovative methods of diagnosis and treatment (Subprogramme 3) - in form of a powerful diagnostic building with laboratory, radiotherapy, functional and endoscopic diagnostics on the most modern equipment;
· Development of medical rehabilitation and sanatorium treatment, including for children (Subprogramme 5) - in form of implementation of the completed cycle of treatment and recovery process with 1, 2 and 3 stages of rehabilitation and possibilities of conservative treatment
EXPECTED PROJECT OUTPUT
Implementation of this project involves creation of about 900 new jobs and contributes to improvement of the social situation in the region by addressing socially important tasks to improve quality of medical services and increase accessibility of high-tech medical care.
Designed capacity, technological solutions and modern equipment of the Medical Centre presuppose possibility of the Centre's participation in contests for rendering medical services within various social programs, Federal budget quotas (not yet available due to the lack of distribution of the required quotas by the Ministry of Health of the Russian Federation, despite the appeals of the Governor of Sverdlovsk Oblast, members of the Federation Council, deputies of the Legislative Assembly of Sverdlovsk Oblast, deputies of the State Duma), regional budget quotas, OMS programs in the sphere of specialized, including high-tech medical care.
Planned volume of medical services
Centre capacities (quantity of services per year):
1. Operations in orthopedics and vertebrology (endoprosthetics, osteosynthesis and operations on spine) - 4,500 operations;
2. Operations in surgery of pelvic organs - 2,200 operations;
3. Operations in ENT organs surgery - 800 operations;
4. Outpatient visits - 168,000 visits;
5. Dental services - 35 300 visits;
6. Diagnostic services, including radiotherapy, functional, laboratory, endoscopic - 254 800 studies;
7. Rehabilitation:
• 1st stage 5 600 people (actual capacity);
• 2nd stage 4 500 people (upon completion of the second stage of construction);
• 3rd stage 4 500 people (upon completion of the second stage of construction);
• Conservative treatment of up to 16 000 people (upon completion of the second stage of construction)
Results of work for two years since getting started
Since the Centre was opened in September 2014 and until September 2016, 9,990 operations were carried out, incl. 6 124 in orthopedics and vertebrology; in the specialized areas - pelvic surgery for gynecology, urology, proctology using minimally invasive technologies, as well as operations on ENT organs - 3,858 operations; more than 109 000 polyclinic receptions were carried out; more than 252 000 diagnostic procedures of various types (radiation, functional, laboratory, endoscopic) were performed.
The medical centre staff is 356 people:
Doctors – 72 people.
Average medical staff – 166 people.
Junior medical staff - 71 people.
Other – 47 people.
A unique team of rehabilitation instructors (15 specialists) with primary medical education and secondary sports has been created, which actively participate in the 1st and 2nd stages of rehabilitation using all types of kinesitherapy.

COMPETITIVE ADVANTAGES
According to operating capacity, the Centre is not inferior to the specialized centres of federal importance of a similar speciality (Smolensk, Barnaul, Cheboksary), but in terms of rehabilitation possibilities inherent in the project, it exceeds significantly them.
In the period from 2014 to 2016, “UCTRC” LLC facilitated implementation of territorial programs of government guarantees for free medical care for people (in terms of hip arthroplasty) of the following regions:
Chelyabinsk Oblast, Perm krai, Yamal-Nenets Autonomous District, the Republic of Bashkortostan, the Republic of Crimea, the Khanty-Mansi Autonomous Area.
Since 2017 “UCTRC” LLC is included in the register of medical organizations carrying out activities in the sphere of compulsory health insurance in the following regions:
Arkhangelsk Oblast, the Republic of Bashkortostan, Krasnoyarsk krai, the Republic of Crimea, Omsk Oblast, Primorsky krai, Yakutia (Sakha Republic), Tomsk Oblast, Tyumen Oblast, Ulyanovsk Oblast, Khabarovsk krai, Chelyabinsk Oblast, Sevastopol
